Richard Leonard

Divisional Director Network Planning - Customer, Strategy and Communications, National Highways

Richard has over 25 years of experience in strategic transport and infrastructure planning whilst operating at national, regional and local levels.

He is currently the Network Development Director at National Highways, the government company that operates, maintains and enhances England’s 4,300-mile Strategic Road Network. Richard’s responsibilities include: developing the overall network strategy; developing future investment programmes; corresponding research and development; and strengthening relationships with key stakeholders, including statutory and regulatory bodies.

Before joining National Highways, Richard worked at Birmingham City Council as their Head of Transport Strategy. Prior to this he worked at a number of consultancies specialising in transport planning.
