Carol Valentine is a seasoned local government leader at Kent County Council, bringing a rich blend of experience in change management, diversity, economic development, and the highways sector. As a key figure in the Highways and Transportation Department, she has played a vital role in delivering essential services across winter operations, maintenance, and drainage—ensuring communities stay safe, connected, and resilient.

A champion of innovation, Carol has led digital, technology, and transformation initiatives for both KCC Highways and the Council’s Growth and Environment directorate, helping modernise services and shape future-ready infrastructure.
